The Dual-Use Dilemma

Space technology is inherently dual-use: a GPS satellite serves both civilian navigation and missile guidance. A reconnaissance satellite doubles as environmental monitoring. This makes it impossible to cleanly separate civil from military space budgets — and both China and Europe exploit this ambiguity, but in opposite directions: China hides military spending inside civilian labels; Europe relabels civilian infrastructure as dual-use to meet NATO targets.

⚡ The Core Contradiction — Why 5% Is Wrong For Both

Official space spend looks small. But ASAT lasers, jammers, and SSF space warfare units are hidden inside R&D and civilian agency budgets. The real military space figure is 2–4× the visible number.

🇪🇺 Europe Problem

Civil space (Galileo, Copernicus) gets relabeled "dual-use" to count toward NATO targets. Horizon Europe civilian research funds are being opened to military use. Civilian money doing military work.

🌍 Global Problem

The Outer Space Treaty has no verification mechanism. Commercial satellites can deploy weapons under civilian guise. The "5% of global military budget" figure is a statistical fiction — the real number is unknown.
